Following the horrific, incendiary footage of Saddam Hussein’s execution broadcast on the internet, Italy’s Prime Minister, Romano Prodi, is lobbying the UN to adopt a universal moratorium on the death penalty.
Given that Italy has just taken up its biannual tenure as a non-permanent member of the UN Security Council, Prodi is well placed to push this crucial campaign forward. On December 19th, 85 UN member states signed a non-binding declaration against the death penalty, but more must be done to make abolition mandatory.
Although three states abolished the death penalty in 2006, shockingly, capital punishment is still carried out in 68 countries. Seven of these countries routinely execute juveniles. China, the Democratic Republic of Congo, Iran, and the United States are the world’s most prolific executioners. Many of those sentenced to death are innocent because the rule of law is flouted.
